Job Description

TASKS & ACCOUNTABILITIES:

 

Budgeting, Compliance & Reporting

  • Preparation and monitoring of grant-funded budgets for donor.
  • Ensurin complianc with   donor   regulations, local   laws   and   legislation   and organizational policies.
  • Timely and efficient Donor reporting including PUDR and EFR/AFR, facilitating LFA reviews and responding to Donor Management letters
  • Review of HO reports on project activities in compliance with Indus Hospital & Health Network (IHHN) requirements.
  • Reporting to CCM including Dashboard and periodic Financial Update
  • Ensurin that   all   the   financial   transactions   meet   the   organizational   compliance
  • Liaising with Administration department, Human resource department and Program department regarding underspending and overspending gaps and devise ways to fill out those gaps and plan accordingly.
  • Mentoring the Sub recipient (SR) to Comply with Grant standard terms and conditions agreed thereto,
  • Reviewing policies, standard operating procedures and suggesting improvement to perform grant activities with efficiency and effectiveness.

Support to Implementing Partners

  • Conduct risk and capacity assessments of the partner organizations for its various functions like financial management, internal audit, donor compliance, summarizing the gaps and recommendations thereon in the form of a capacity building report to make recommendations for assistance and/or corrective actions.
  • Support program in selecting more efficient partner based on Risk & Capacity.
  • Devise assessment tools to highlight inefficiencies and advise the improvement strategy.
  • Preparation and review sub-grant agreements and contracts clauses with Partners to ensure that they fulfill donors/legal requirements with subsequent financial monitoring.
  • Periodic visits to partners for checking that appropriate financial systems are in place and resolve financial matters, and produce visit reports with recommendations for the concerned budget holders and senior members of the team in the form of Management Letter.
  • Review of Bank Reconciliation.
  • Responsible for issuance of advance to SR’s timely.
  • Allocate budget for expenses & ensure expenses should be within budget.
  • SR review issuance of management letters.

Capacity Building

  • Devise plans to meet staff training needs in order to increase their capacity to maintain and improve financial reporting and fiscal management as per donor requirements.
  • Design and conduct grant management trainings for SRs, Budget Holders, sub-office staff and partner.

Audit

  • Supervise the protection of the organization's assets through adherence of internal controls and auditing procedures.
  • Responsible for preparation of financial statement.
  • Facilitation of external and internal audits, responding to Management letters
  • Assist Deputy Project Director (F&G) in providing feedback for auditor’s report.

General

  • Preparation of MoUs with Provincial Governments and Co-PRs as and when required
  • Correspondence with provincial authorities as and when required
  • Correspondence with Co-PRs for grant management and overall program implementation
  • Coordination with Head Office regarding allocation of head office cost to Malaria Project
  • Duties of Deputy Manager Finance, in his/her absence
  • Any other task as assigned by Deputy Project Director.
